Project Manager

The Project Manager is responsible for development of procedures for oversight and execution of construction projects in general and daily management, supervision, coordination and successful completion of the project to meet time and cost objectives with respect to safety, quality, scheduling, estimating, and contract administration functions.

Position is responsible for oversight of the project planning, design, construction implementation and startup coordination. Position will have primary responsibility for managing the scope, schedule, and budget.

The Project Manager will utilize tools and develop solutions to conflicts related to project implementation by presenting options to the Operations Director and senior management when decisions are needed.

Essential Job Functions:

1. Presents and expresses ideas and information clearly and in a manner appropriate for the audience, facilitates the open exchange of information, and skillfully negotiates solutions with the customer, staff, subcontractors, and other agencies.
2. Develops project execution plan to ensure appropriate and sufficient internal and external resources are being applied efficiently to the project to meet project requirements.
3. Manages cost (finance), scope, schedule and quality of project implementation and startup.
4. Coordinates all work stream teams being utilized within the project and communicates information between those teams.
5. Evaluates and implements project controls including quality and value engineering as appropriate and necessary.
6. Works with all technical groups to ensure alignment of schedules, logistics, and budget.
7. Utilizes project management tools to ensure quality, safety, and regulatory requirements and integrated into the process design and construction.
8. Utilizes project management tools to track and report project cost estimation, cost updates, change control, and contingency draw-down as appropriate.
9. Monitors contractor performance and identifies opportunities to improve quality and lower cost.
10. Review construction safety plans and activity hazard analysis.
11. Manages construction site safety oversight.
12. Provide technical solutions and conflict resolutions related to contract drawings and specification information
13. Perform biddability, constructability, operability and environmental (BCOE) reviews on future construction projects
14. Prepare/assist in preparation of cost estimates and Cost Analysis for Veolia review and approval
15. Prepare/assist in preparation of Pre-negotiation Objectives for Veolia review and approval
16. Prepare/assist in preparation of monthly and interim project status reports for ongoing projects in a prescribed format

Additional (Non-Essential) Job Functions:

1. May act for the Field Superintendent in his/her absence.
2. Performs other such duties, tasks and responsibilities as assigned by management

Education, Certifications and Experience

Bachelors in Engineering, Construction Management, or related field or equivalent education and experience;

At least five years increasingly responsible professional (not academic) experience solving construction/industrial problems.

Project Management Professional (PMP) certification preferred

OSHA 30 Certification is preferred

Ability to obtain a security clearance

Knowledge, Skills, Abilities:

Demonstrated experience in the management of construction projects greater than $5M.

Demonstrated management experience including initiating, planning, executing, controlling and closing processes as well as effective staff management and development skills

Extensive knowledge of construction and industrial safety/environmental practices.

Comprehensive understanding of effective project management practices and principles and demonstrates proficiency in applying a disciplined approach to project management.

Demonstrated experience in managing projects using an Earned Valued Management System (EVMS).

Demonstrated competency in the areas of estimating, scheduling, budgeting/cost control, field supervision, financial reporting, client relationship, interpersonal skills, computer skills, safety/insurance, ability to communicate, both written and oral.

Ability to communicate and work effectively with diverse populations and customer groups, including employees in a wide array of occupation and educational backgrounds and to facilitate and lead meetings and work groups in a team environment.

Ability to give effective presentations to critical/high level customers and effectively represent work group on review panels and cross-organizational teams.

Ability to formulate and manage plans, project scopes, project budget estimates, and business case presentations.

Strong organizational skills, with ability to execute multiple parallel projects with clear expectations and timelines.

Attention to detail with excellent record-keeping skills.Excellent verbal/written communications, time management, interpersonal and organization.

Understanding and knowledge of applicable federal worker health and safety laws, regulations, executive orders and DOE orders related to fire protection, loss prevention, and life safety.

Strong analytical skills with ability to identify and resolve complex problems and make recommendations to management.

Computer skills with schedule and estimating programs, Microsoft Word, Excel, PowerPoint, Primavera or MS Project
