ECS seeks a technically skilled Program Manager (PgM) to lead the overall development, management and execution of DoD contracts. The PgM is responsible for working with the Technical Architecture Team (TAT) in the successful evaluation of new technologies and methods for performing cyber defense. As a TAT PgM you will be responsible for ensuring the optimum mix of cost, schedule, performance, and system supportability throughout the life cycle of a contract to realize mission outcomes. While operating at a high operational tempo, the selectee shall work with CSSP teams to understand mission needs and requirements. The Contractor shall be familiar with tools and techniques that cyber defenders use to perform their mission in order to better understand how to engineer solutions that will improve the cyber defenders’ capabilities. The TAT PM shall provide SBNAB leadership with recommendations on how to improve current infrastructure and provide guidance on new technologies and capabilities and shall conduct research and discovery of vendors to identify COTS products that can be used in support of the SBNAB mission and evaluate those products. Program Managers leverage their expertise from a variety of areas (e.g., computer science, systems engineering, infrastructure and logistics, intelligence and language analytics, among others) to effectively and efficiently deliver the programs on contract. The successful applicant will also propose and execute approved strategies that lead to the organic growth of business. Establishing and managing cost, schedule and performance baselines for programs Implementing best practices and processes to track progress of services and development of capabilities in terms of defined cost, schedule, and performance outcomes Adjusting priorities and resource allocation based upon objective program performance data Providing metrics and analysis to support forward-looking decision-making based on data Establishing governance processes for program and related reviews Leveraging data and analysis from systems engineers, configuration managers, contracting officers, and/or financial managers to inform program performance measures Providing program status reports and briefings to internal management, senior leadership and government oversight officials in the DoD and NIWC. Collaborating with senior leaders, senior technical leaders, system engineers, and fellow program managers to help develop a strategic vision and goal for the organizations: Conducting quantitative and qualitative program/project analysis such as Earned Value Management. Leading people and/or projects at a significant level of responsibility preferred Delivering program/contract requirements Monitoring contract performance and execution across its life-cycle Required Skills: Active TS/SCI Clearance Master's Degree in Information Systems, Business, Communications with 6-8 years of experience or Bachelor's Degree with 8-10 years of experience. 2 years of experience in a supervisory role. 5 years’ experience working in the Federal/DoD marketspace 3 years’ experience in leadership and management Project Management Professional (PMP) Certification Understanding information technology and cyber security products, programs, tools, and processes Excellent communication skills and strong interpersonal skills, as this position interfaces with all functions of the organization and a broad group of outside constituencies Great attention to detail to ensure accurate deliverables/work products are produced Experience with DoD contracts is desirable Must have ability to attend corporate, customer and/or industry meetings that require CONUS/OCONUS travel ECS is an equal opportunity employer and does not discriminate or allow discrimination on the basis of race, color, religion, gender, age, national origin, citizenship, disability, veteran status or any other classification protected by federal, state, or local law.
