General Description and Essential Functions
Responsible for creating, staffing, and managing the valuation and appraisal functions of the appraisal department specializing in property appraisals for commercial real estate assets. Ensures processes and systems used to value and monitor risk are performed consistently and conform to all standards and legal requirements. Serves as an advisor to appraisal staff and technical consultant to departmental executive staff members.
• Establishes overall direction for the department's valuation and appraisal function including policies, procedures and reporting. Develops valuation and appraisal standards, guidelines and procedures consistent with sound appraisal practices.
• Manages the department in an effective and efficient manner. Selects, trains, develops, motivates, evaluates and manages appraisal staff.
• Monitors the standards of conduct within the appraisal services area. Ensures that all policies, procedures and regulations are adhered to as required.
• Oversees the ordering and review of appraisals and evaluations. Offers cost effective appraisal services to maintain maximum profit levels.
• Maintains the Bank's Approved Appraiser list and updates accordingly.
• Researches, compiles, and analyzes information regarding office and field appraisals, work methods and techniques to determine the need for new programs, policies, procedures, and guidelines; analyzes existing or proposed legislation to determine the impact on valuation and appraisal functions; develops and implements new or revised appraisal procedures and systems to ensure compliance with technical standards and legal requirements; audits appraisals (when applicable) prepared by staff for consistency, accuracy, and to determine conformance to work standards.
• Prepares reports and makes recommendations to management regarding new or revised operational procedures or automated systems; writes departmental policies and procedures and updates manuals and other technical documents.
• Acts as a resource and internal consultant to staff on evaluation/assessment matters; provides guidance and assistance to staff in the interpretation of policy and procedure; explains appraisals and assessment procedures to property owners, attorneys, and other involved parties or groups;
• Keeps abreast of technical developments in the appraisal field; executive team on appraisal questions and office procedures; assists in or may personally perform complex or unusual appraisals.
• Prepares and conducts technical training for staff on appraisal techniques, methods, and departmental policies.
Qualifications/Experience
• Bachelor's Degree in a related field required.
• Current "Certified General Real Property Appraiser" license.
• Minimum 10+ years' commercial real estate banking experience in appraising and/or valuating properties in mortgage lending, banking or related industry.
• Knowledge of principles and practices of appraising all types of real and related personal property for acquisition, condemnation, sale and/or rental; laws pertaining to appraisal, condemnation, acquisition and disposition of land and/or improvements.
• Advance leadership and independent thinking skills
• Relies on extensive experience and judgment to plan and accomplish goals.
• Ability to read and interpret data with macro and micro analytical skills
• Ability to incorporate information from many sources to identify underwriting risks, conduct analysis and articulate a concise recommendation
• Ability to lead and manage multiple tasks concurrently and self-prioritize workload to meet deadlines as an individual and leader
• Excellent interpersonal, negotiation, presentation, oral and written communication skills
