IT Procurement Analyst

KBR is seeking an IT Procurement Analyst to be a part of the Aviation & Missile Center CIO/G6 team. This candidate will use their expertise in developing and managing IT procurement packages and processing IT procurements in an Army environment. As the IT Procurement Analyst this candidate will be responsible for supporting activities to identify, plan, budget, develop procurement packages, and manage IT hardware and services throughout the acquisition life-cycle. Navigate procedural and policy boundaries to plan for and procure IT assets across the enterprise; identify and remove obstacles to budget and procurement processes; and follow established procedures relevant to budget management and procurement. Candidates must possess excellent interpersonal, business management and customer service skills.

Job Function:

The individual will assists in forming and executing procurement strategies and life-cycle IT budgeting plans to optimize technologies across the organization. The IT Budget and Procurement Manager will develop and implement procedures for identifying, procuring, deploying, and tracking company assets to oversee spending and acquisitions throughout the lifecycle. This role will analyze and report on costs, charge back rates, utilization rates, and allocations to maximize ROI. Typical duties will include working directly with the Government to:

Define, maintain, and update policies and procedures for effective management of the IT asset life cycle (e.g., acquisition, deployment, utilization, de-installation, reallocations, and disposal)

Track and maintain accurate budget records

Assist in developing procurement plans and packages, and tracking/expediting the procurement process

Define metrics, collect data, and report on the effectiveness of IT budgets and procurement processes

Assist in inventory management, procurement and shipment activities

Analyze purchasing effectiveness and resolve purchasing issues

Oversee contract negotiation, contract renewals and vendor management activities

Monitor and control expenses within allotted budgets

Skills Required:

Integrate financial, contractual, inventory, and operational functions in support of IT asset management

Familiar working directly with the Government to maintain a seamless transition from the creation of purchase orders, to the delivery of assets, through life-cycle maintenance, to the disposal of end of life items

Maintain the accuracy of department budgets and support the related planning and reporting efforts

Education and Experience:

Bachelor's degree in Engineering, Science, Business, or Industrial Engineering with 10 or more years' of relevant experience

Candidate must have an active US Secret Security Clearance which requires US Citizenship

Candidate must have experience preparing procurement packages for the Army.

Strong computer skills - expert in Excel to analyze large volumes of data.

Strong interpersonal skills

Leadership skills

Ability to bring order to undefined processes, as well as develop and implement processes

Must be comfortable in a fast-paced, dynamic environment, able to handle multiple tasks simultaneously

Must be able to work independently and be self-motivated (personal initiative)
