The Director of Human Resources is responsible for the overall human resources function at Touro University Nevada. This position is responsible for the development, implementation, and monitoring of the human resources program including compliance with Touro University Nevada (TUN) and the Touro College and University System (TCUS) policies and procedures and all other Federal and State employment regulations. The Director of Human Resources leads Human Resources practices and objectives and assists and advises the Provost, Chief Operating Officer, Vice Presidents, Deans, Directors, Chairs, Managers, and Supervisors about Human Resources matters. The Director coordinates implementation of policies and procedures through Human Resources staff.

The Director of Human Resources guides management and employee actions by researching developing, writing, and updating policies, procedures, methods and guidelines as needed, and on no less than an annual basis. The Office of Human Resources is responsible for communicating University policies and procedures to all employees.

The Director of Human Resources is responsible for all aspects of the human resources function including; employee benefits, payroll transmission and reconciliation, faculty and staff orientation, maintaining employee files, compliance with TCUS and TUN policies and procedures, and compliance with all applicable Federal and State employment laws and regulations. The Director is also responsible to work collaboratively the Human Resources department at TCUS Headquarters as needed. In addition, the Director will work directly with the Touro College and University System’s Chief Human Resources Officer (CHRO) on strategic HR direction and unique policies or issues to effectively support TUN initiatives.


1. Administers the compensation and benefit program for all employees.

1.1. Directs job analysis review process and participates in compensation studies.

1.2. Is responsible for updating on no less than an annual basis employment contracts and staff offer letters.

1.2.1. Communicates with supervisors in advance of employment contract end dates to ensure supervisor has sufficient time to make a decision whether to retain an employee under the provisions of their contract.

1.3. On a bi-weekly basis submits the Touro Nevada payroll information to the Touro College and University System payroll office to ensure timely payment of payroll.

1.3.1. Reviews and reconciles the bi-weekly payroll reports provided by the TCUS payroll office to confirm no discrepancies. Identifies and timely notifies the appropriate supervisor of any payroll discrepancies with their respective employees.

1.3.2. Provides monthly reports to supervisors containing detailed payroll information for supervisors to review and ensure accuracy of their departmental payroll.

1.4. For TUN-specific benefits, communicates with insurance brokers; negotiates with carriers; directs the insurance renewal process; provides information to employees related to insurance, benefits and retirement changes. Collaborates with TCUS HR benefits function for system-wide benefits, technology platform, open enrollment dates and processes.

1.4.1. Ensures timely transmittal of premiums for all benefits.

2. Assures compliance with federal, state and local personnel related laws, rules and regulations including Fair Labor Standards Act, Americans with Disabilities Act, Family Medical Leave Act, OSHA, etc.

2.1. Coordinates annual training for employees in areas such as OSHA, HIPAA, ADA, and FMLA and other targeted areas as necessary.

2.2. Maintain ongoing communication with employees and the community regarding HR policies and TUN initiatives.

2.3. Formulates, interprets and administers personnel regulations, policies and contractual agreements; Develops and distributes employee and faculty handbooks.

2.3.1. On an annual basis is responsible for reviewing the employee handbook and updating if needed.

2.4. Assists with employee safety, welfare, wellness and health.

2.5. Advises administration and supervisors on employee relations matters including grievance and disciplinary procedures and actions, complaints, work relationships, performance and other related matters.

2.6. Communicates with employees to coordinate activities and programs, resolve issues and conflicts and exchange information.

3. In collaboration with TCUS HR, implement, maintain and improve the Employee Development Program.

3.1. Directs recruitment activities for personnel.

3.2. Directs and coordinates the position control process for University personnel; reviews and updates position descriptions annually.

3.3. Monitors the University interviewing and selection process of employees; reviews unemployment insurance claims, directs the staff development process.

4. Maintains manual and electronic documents, files and records (e.g. background information, personnel files, vacancy listing, and applicant tracking) for the purpose of ensuring efficient processing of applicants and employees, providing accurate information in compliance with regulatory requirements and established guidelines

4.1. Facilitates meetings, workshops, seminars, etc. (e.g. personnel actions, regulatory requirements, actions involving outside agencies) for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a Touro University Nevada representative.

5. Timely completion of Human Resources related sections of accreditation surveys to include AACOM and COCA.

5.1. Member of the University Safety Committee.

5.2. Member of the University Security Committee.

5.3. Serves as Ex-Officio member of the Faculty Grievance Committee.

5.4. Member of the University Executive Council.

6. Direct and manage staff to ensure proper usage and maintenance of Human Resource Information System (HRIS) data and other electronic files in accordance with retention standards of Touro College and University system.

6.1. Adds, deletes and changes all employee information in the HRIS and other electronic files.

6.1.1. Reviews on an annual basis expiration date of employee driver licenses or passports and requests copies of current driver licenses or passports as necessary to ensure employee personnel files do not contain expired information.

6.2. Uses database, spreadsheet and electronic files to collect, compile or tabulate data for administrative and accreditation reports and record keeping systems.

6.3 Provide suggestions and recommendations for technology platform improvement and additions to the TCUS Director of HRIS.

6.4 Lead implementation of new programs and technology solutions for TUN, in collaboration with HR teams across TCUS.

7. Oversees, plans, organizes, directs, integrates and evaluates the Human Resources Department programs, projects, activities and operations of the University.

7.1. Supervises, trains, motivates and evaluates assigned personnel; provides or coordinates staff training; works with assigned employees to correct deficiencies; implements discipline and termination procedures.

8. Participates proactively and collaboratively to further the University’s mission and to advance the University’s strategic plan through strategic thinking, leadership of the Office of Human Resources staff, outreach to campus members, engagement with senior leaders, creative thinking and problem solving initiative and active participation in the life of the University.

Education:

Required

  • Bachelor’s Degree in Human Resources or Business Administration or related field

Preferred

  • Professional Certification in Human Resources, or Masters in Human Resources Management

Experience:

Required

  • Seven or more years of Human Resources or related experience
  • Three years of Supervisory or team leadership responsibilities
  • Proficiency with Human Resource Information Systems, Employment process and legal requirements, and Talent Management Systems

Preferred

  • Experience in Higher Education, including payroll and payroll management
  • Experience with Ellucian Banner HCM and iCIMS applicant tracking system
