Volunteers of America-Greater New York (VOA-Greater New York) is an anti-poverty organization working to end homelessness in the New York area by 2050. We operate over 60 programs across New York City, Northern New Jersey and Westchester County including emergency, transitional and permanent housing. Our services extend to families experiencing homelessness, survivors of domestic violence, people living with HIV/AIDS, veterans, youth aging out of foster care, adults with behavioral health or substance use needs, and others in need, including a special education preschool program.

Position: Senior Billing Contract Specialist (FIN330)

Summary:

The Senior Billing Contract Specialist will oversee billing functions and have knowledge of all billing policies and systems ensuring consistency and accuracy of all agency claims. Applies sound billing practices for preparing vouchers and generating reports to be reviewed by management. Advises the Director of Government Contracts of any billing concerns impacting cash flow.

Minimum Qualifications:

Bachelor's degree in Accounting or Finance, plus five years relevant billing experience, including at least three years in a supervisory capacity. Advanced proficiency in spreadsheet applications and word processing required. This position requires the ability to successfully manage multiple projects under deadlines.

This position has supervisory responsibilities.

Principal Responsibilities:

The below enumerated principal responsibilities are inclusive of both program specific and firm-wide related administration, as applicable.

• Manage the preparation of billings, revenue collection, and communicate with funders.
• Ensure billing re-submissions are timely and include all requested back-up documentation.
• Review monthly billings, template efficiency and make recommendations for improved processes.
• Prepare and utilize the billing matrix for cash flow projections.
• Research and understand all government funder billing guidelines and cost manuals.
• Propose timely journal entries in consultation with the financial analysis team.
• Assist with billing audit requests.
• Ensure the billing team has a broad understanding of all agency billings.
• Perform other related duties as required.

Expected Results of Principal Responsibilities:

• Submitted billings are accurate, timely and follow agency and funder invoicing requirements.
• Payments are received timely.
• Agency funding is optimized, and standard templates are utilized.
• Cash flow is maximized.
• Compliance with all governmental requirements and regulations.
• Information is accurate and current.
• All audit requests are researched and completed timely.
• Staff are cross trained to handle any billing assignment.
• Related duties are performed completely, on time and accurately.

Work Environment:

While performing the duties of the job, the employee will be in an office environment performing administrative work.

Physical Demands:

While performing the duties of the job, the employee is regularly required to have visual acuity, talk and hear while communicating with peers and/or vendors. This position is sedentary and requires sitting for long period of times. The employee must occasionally lift and/or move items up to 20 pounds.
