Job Summary

This position is responsible for directing and coordinating activities of senior personnel engaged in purchasing of materials, equipment, and supplies for the supply chain function by performing the following duties personally or through subordinates.


Supervisory Responsibilities (25%)

Manages buyers and is responsible for the overall direction, coordination, and evaluation of the material sourcing function. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  • Plans, organizes, directs, and controls activities related to the procurement function and the personnel performing these activities
  • Prepares instructions regarding purchasing systems and procedures
  • Oversees all activities related to procurement of a commodity, from intent to purchase through delivery of commodity
  • Assigns procurement requests to the appropriate personnel
  • Negotiates or supervises the negotiation of complex requests for equipment, supplies, and services from suppliers and subcontractors
  • Carefully evaluates the potential impact and outcomes to make the best decision for the business

Purchasing Responsibilities (75%)

Hands-on procurement of direct and indirect materials, electronic components and assemblies, PCB/PCBA, passive/active electronic components, electrical connectors and contracts, electro-mechanical and cable assemblies that meet quality, delivery, and cost requirements. This includes support of production plan through purchasing activities; negotiating best price, financial and delivery terms; sourcing new components in new and existing products: recommending and selecting alternative/new suppliers: developing commodity strategies: managing assigned projects.

  • Confer with current and prospective suppliers to determine supply capabilities. Recommend and lead the selection of suppliers with respect to quality, delivery and cost competitiveness.
  • Proactively develop executive level supplier relationship that result in achieving competitive costs, terms and availability of supply in all market conditions
  • Secure and analyze quotations. Assure information in RFQ is complete, supplier provides timely responses to quotations and to commercial and technical clarifications/questions in regards to their quote.
  • Negotiate prices and terms with suppliers including short and long term contracts, agreements and blanket purchase orders.
  • Create purchase orders for parts, services, and/or special tools and monitor through approval process to assure a timely release to the supplier. Send purchase orders to suppliers along with supporting documentation such as drawings, specifications, technical requirements, etc. Follow up with suppliers to obtain confirmation/acknowledgement on pricing, delivery, and to ensure technical understanding and capability.
  • For parts that are new to the supplier, arrange for submission and inspection of initial production samples.
  • Follow-up on purchase orders, supplier contracts and material status and initiate purchase order amendments as necessary.
  • Assist in the expediting of supplier shipments as needed.
  • Review MRP procurement messages daily, past due report, and open order report and perform activities in reaction to these items that leads to improved supplier on-time delivery.
  • Work closely with the Production Scheduler to create accurate forecasting and delivery schedules.
  • Analyze actual production requirements, forecast demand and current inventory levels with Production Scheduler to determine min/max inventory levels, optimal order quantities/releases, etc...
  • Where appropriate, develop supplier programs, e.g. consignment program, to reduce costs and improve overall financial performance.
  • Support accounting as necessary to resolves discrepancies between purchase orders and invoices, delivery dates, delays, damages and rejections.
  • Support supplier quality engineering in conducting supplier on/off-site audits and evaluations, using the supplier score card system, resolving quality issues, improving delivery and improve performance in other areas as necessary.
  • Be the communication hub to the suppliers for all things Genfare including communication of supplier performance ratings and metrics.
  • Make recommendations regarding supplier performance and retention. Take action to improve or eliminate non-performing supplier and/or consolidate suppliers as necessary.
  • Apply continuous improvement techniques and methods to internal processes and systems to increase efficiency, improve suppliers performance and reduce costs
  • Visit top suppliers to qualify them as new sources, maintain relationship through annual visit or assist in the resolution of production, design, quality, and/or delivery problems.
  • Maintain strong understanding of the market and trends in the assigned product areas.
  • Provide insight to the department, suppliers, and procurement activities that may assist in the establishing the short and long term direction of the department and organization as a whole.
  • Performs other duties as assigned


  • Knowledge of supply sources and market conditions in various commodities.
  • Knowledge of sourcing and procurement techniques as well as an ability to "read" the market.
  • Understanding of operations principles (JIT, MRP, TQC, Lean, Six Sigma and CRP) required.
  • Demonstrated experience and successful results in negotiation and collaboration skills and strategies.
  • Exercise latitude and independence.
  • Ability to solve practical problems and deal with a variety of variables
  • Talent in networking and building new relationships
  • Aptitude in decision-making and working with numbers.
  • Ability to working with cross functional teams
  • Proven ability to assess situations and develop plans to quickly resolve
  • Ability to occasionally travel to supplier (estimated <10%).
  • Ability to read part or PCBA blueprints/mechanical drawings is preferred.

Required Education / Experience

  • Experience in a manufacturing environment/assembly environment in a Purchasing or similar role.
  • A minimum of a Bachelor's degree is required
  • Five (5) years of applicable sourcing, subcontracting, and/or Procurement experience
  • Working knowledge of Supplier Management Systems including Supplier Corrective Actions (SCAR), supplier report cards, supplier audits.
  • Experience with Microsoft Office products
  • Experienced and accomplished in ERP systems

Preferred Education / Experience

  • Prefer a technical or engineering degree
  • Experience working with global suppliers and manufacturing sites.
  • Manufacturing or supply chain related to Semiconductors, Interconnects, Passives and Electromechanical (IP&E), Printed Circuit Boards (PCB) and electrical-mechanical assembly.
  • Technical understanding of PCBA, electrical components and electro-mechanical assemblies that can support problem solving at both the supplier and internally.
  • Working knowledge of SAP
  • Demonstrated ability to effectively interpret process risks and gaps with extended supply chain and sub-tier suppliers and recommend best practices for improvement.
  • Demonstrated ability to indirectly lead a group and/or team and provide guidance and influence other employees.
  • Working knowledge of Lean Manufacturing principles and ability to apply Lean tools such as Value Stream Mapping, 5S, Change-Over Reduction, and identify waste.
