THOR Solutions is actively seeking a Strategic Planning Manager to support an upcoming major Navy program in Washington, DC. A qualified candidate will have significant relevant experience providing program management support in the areas of strategic planning, performance assessments and analysis, culture and climate assessments and analysis, and business transformation efforts.
The candidate's responsibilities may include (but are not limited to) performing, supporting, or supervising the following actions:
- Assisting with managing strategic and organizational planning and execution process.
- Assessing plans and policies to ensure consistency with strategic objectives.
- Coordinating with leadership in recommending and establishing strategic goals and objectives.
- Developing quarterly reports on trends in performance.
- Assessing performance against business standards such as Malcolm Baldridge Assessment criteria, etc.
- Providing recommendations on effective performance measures associated with shipbuilding, conversion, and repair activities.
- Administering Organizational Culture Inventory (OCI) and Organizational Effectiveness Inventory (OEI) assessments.
- Analyzing OCI and OEI assessment data to determine current culture and recommending targeted levers to influence long-term performance at the individual, group, and organizational levels.
- Coordinating and/or executing training in CPI, Lean/Six Sigma, Total Ownership Cost (TOC), and other process improvement techniques.
- Interfacing with program management offices to identify, document, and replicate best practices.
Citizenship Requirements:
- Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.
Security Clearance Requirements:
- This position requires a DoD Secret security clearance. A qualified candidate will:
- Already possess an active or interim Secret (or above) clearance;
- OR, be able to qualify for a new Secret clearance upon hire.
Required Education, Skills, Knowledge, and Abilities:
- Bachelor's Degree (BS/BA) in a related field.
- At least ten (10) years of recent, relevant professional experience including:
- Experience with DoD acquisition processes, in DoD/Navy program management, Industry or Government technical management, or Industry or Government business management.
- Experience with strategic planning, performance assessments and analysis, culture and climate assessments and analysis, and business transformation efforts.
- Advanced proficiency with Microsoft Office suite, including Word, Excel, PowerPoint, and Access.
- Excellent verbal and written communication skills.
